    Amends GS 58-71-71 to state that the NC Bail Agents Association will provide the education requirements under the statute. Effective October 1, 2012.

    Amends proposed GS 18B-123A to clarify that the liability insurance requirements for a person holding an ABC permit (was, holding an ABC permit at an establishment under GS Chapter 18B) also apply to a person holding the types of ABC permits issued under GS 18B-1001 (1) (on premises malt beverage permit); (3) (on-premises unfortified wine permit ); (5) (on-premises fortified wine permit); and (10) (mixed beverages permit). Makes a conforming change to proposed GS 18B-123B (notification of lapse or cancellation required).
    Makes a conforming change to the title to reflect the changes to the bill content.

    Enacts new GS 18B-123.A. to provide as title indicates. Provides for permit revocation upon lapse or cancellation of the insurance policy. Enacts new GS 18B-123.B., requiring an insurance company that issues a policy to an ABC permit holder to notify the Alcoholic Beverage Control Commission within 10 days of lapse or cancellation of the policy. Makes a conforming change to GS 18B-123, limiting the total amount of damages awarded under Article 1A of GS Chapter 18B to $1 million per occurrence. Applies to all ABC permits issued, registered, or renewed on or after December 1, 2011.
