AN ACT TO REQUIRE THE LEGISLATIVE RESEARCH COMMISSION STUDY DEVELOPMENT EXACTIONS, INCLUDING THEIR IMPACT ON AFFORDABLE HOUSING AND WHETHER THEY ARE CONSTITUTIONAL AS CURRENTLY IMPLEMENTED IN NORTH CAROLINA.

Contains several whereas clauses. Directs the Legislative Research Commission (LRC) to study the constitutionality of conditions placed on development that require public facilities or improvements at the expense of the landowner seeking to develop his property. Prescribes detailed topics to be studied including effects of these conditions on the cost of development, and effect of the conditions on affordable housing. Directs the LRC to report findings of this study and any proposed legislation to the 2022 Regular Session of the General Assembly when it convenes.
