Includes whereas clauses. Provides that the House of Representatives calls upon the US Congress to introduce and pass legislation similar to HR 6422 to create National Infrastructure Bank to finance urgently needed infrastructure projects throughout the US. Requires the Principal Clerk to transmit copies of this resolution to each member of North Carolina's Congressional delegation, Governor Cooper, and President Biden.
