Transfers $4.2 million for 2021-22 and 4.2 million for 2022-23 from the General Fund to the State Capital and Infrastructure Fund. Appropriates those funds for those same fiscal years from the State Capital and Infrastructure Fund to the Community Colleges System Office for the Aseptic Training Center at South Piedmont Community College. Effective July 1, 2021.
