Amends specified sections of the Charter of the Town of Rowland, SL 1998-105, as amended. Applicable to vacancies existing on or after the date the act becomes law, requires the Town Board of Commissioners (Board) to appoint a person to fill a vacancy in the office of mayor or commissioner after qualification or because of a refusal to qualify, rather than filling the vacancy by special election as the Charter currently requires. Makes conforming changes. Makes technical changes to refer to the Board, rather than the Town Board.
