    Requires the Department of Health and Human Services (DHHS) to develop and implement a biomonitoring health study program (Program) in consultation with the Department of Environmental Quality to identity and measure concentrations of toxic chemicals in the population within the PFAS Study Area that was exposed to PFAS chemicals (as defined) in order to establish foundational baseline data to support future epidemiological and public health studies and to assess the effectiveness of public health efforts and regulatory programs to decrease exposure to specific toxic chemicals. Defines PFAS Study area as the area within 100 miles of the boundary of the industrial facility located at 22828 NC Highway 87 in Fayetteville. Specifies research DHHS is to consider.

    Requires DHHS to complete the study by December 31, 2022. Requires progress reports, in the meantime, every six months to the specified NCGA committee, beginning by January 1, 2021.

    Appropriates $100,000 in nonrecurring funds for 2020-21 from the General Fund to DHHS to carry out the Program. Effective July 1, 2020.
