House committee substitute to the 1st edition makes the following changes. 

Expands the definitions of the terms telephone solicitation and unsolicited telephone call set forth in GS 75-101 to include text communications in addition to voice communications that meet the existing definitions. Makes conforming changes to the act's long title.
