House committee substitute to the 1st edition makes the following changes. Amends proposed GS 115C-81.46(b) by amending the requirement that the instruction of civic responsibility include responsibility for school safety by no longer specifying that the age-appropriate anti-violence message and conflict resolution component be specifically for students in kindergarten through 12th grade.

Applies beginning with the 2020-21 school year.
