Amends GS 20-171.23 to clarify that law enforcement officers and fire, rescue, and emergency medical services personnel are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria. Defines the term motorized all terrain vehicles, as used in this statute, to have the same meaning as in GS 14-159.3, except that the term also includes utility vehicles as defined in GS Chapter 20.

Amends GS 20-171.24 to clarify that employees of municipalities and counties listed in this statute are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria. Defines the term motorized all terrain vehicles, as used in this statute, to have the same meaning as in GS 14-159.3, except that the term also includes utility vehicles as defined in GS Chapter 20. Amends subsection (f) of this statute to add the city of Wilmington to the list of municipalities and counties to which this statute is applicable.
