Requires municipalities in Stanly County to obtain approval of the county commisioners prior to entering into, renewing, or amending a contract or memorandum of understanding with a unit of local government located wholly or primarily outside Stanly County.

Effective when the act becomes law, and applies to contracts or memorandums of understanding executed, or amended or renewed, on or after that date.
