AN ACT REQUIRING MUNICIPALITIES IN STANLY COUNTY TO OBTAIN THE CONSENT OF THE STANLY COUNTY BOARD OF COMMISSIONERS PRIOR TO ENTERING INTO A CONTRACT OR MEMORANDUM OF UNDERSTANDING WITH A COUNTY, MUNICIPALITY, SPECIAL DISTRICT, OR OTHER UNIT OF LOCAL GOVERNMENT THAT IS LOCATED WHOLLY OR PRIMARILY OUTSIDE STANLY COUNTY.
