Enacts new GS 14-51.5, providing that a nuclear security officer, as defined, the employer of such officer, or the owner of a nuclear generating facility is not liable under state law if the officer makes an arrest or uses force, including deadly force, that complies with applicable federal regulations. Specifies that the provision does not justify excessive force or willful, malicious, or criminally negligent conduct that injures or endangers any person or property.
