House amendment makes the following changes to the 2nd edition:
Amends proposed amendment to the constitution to restrict eligibility for Governor or Lt. Governor to prohibit more than two terms in each office, subject to referendum. Deletes the provision considering service in all or part of a term as a term.

House committee substitute makes the following changes to the 1st edition:
Revises the proposed changes to Section 2 of Article III to more clearly provide that no person may serve in the office of Governor or Lieutenant Governor for more than two terms (whether consecutive or nonconsecutive) and deletes the provision setting the change to begin with terms commencing on or after January 1, 2021. Adds stipulation that service in all or part of a term is considered a term for purposes of the two-term limit. Makes gender-neutral technical changes to Section 2.
