Amends provisions relating to a pilot program to raise the high school dropout age from 16 to 18 years old in Section 8.21 of SL 2016-94 (2016 Appropriations Act) to direct the State Board of Education (State Board) to authorize McDowell County schools to establish and implement the pilot program beginning with the 2017-18 school year (previously, only authorized Hickory Public Schools, the Newton-Conover City Schools, and the Rutherford County Schools). Requires the local school administrative unit to partner with the McDowell Technical Community College in administering the program. Prohibits the State Board from authorizing a pilot program in McDowell County except upon receipt of a copy of a resolution adopted by the board of education for the McDowell County Schools setting a date to begin establishment and implementation of the pilot program. Makes conforming changes.
