AN ACT TO ESTABLISH A MORATORIUM ON FILING OF ACTIONS BY THE UNION COUNTY BOARD OF EDUCATION CHALLENGING THE SUFFICIENCY OF LOCAL FUNDS APPROPRIATED TO THE PUBLIC SCHOOLS BY THE UNION COUNTY BOARD OF COMMISSIONERS.

Bill summary

Prohibits the Union County Board of Education from filing legal action pursuant to GS 115C-426 (Uniform budget format), GS 115C-431 (Procedure for resolution of dispute between board of education and board of county commissioners), or GS 115C-432 (The budget resolution; adoption; limitations; tax levy; filing) challenging the sufficiency of funds appropriated to specified funds by the Union County Board of Commissioners.

Directs the Union County Board of Education and the Union County Board of Commissioners to conduct joint meetings throughout the 2016-17 fiscal year to foster greater mutual understanding of budget issues and constraints facing each body. Sets out required action items for the joint meetings, including assessing school capital outlay needs and developing and updating a joint five-year plan for meeting those needs.  

Effective when act becomes law, applying only to Union County for the 2016-17 fiscal year.
