Amends GS 20-7(il) to use $40 (rather than $25) of the $100 restoration fee to fund a statewide chemical alcohol testing program administered by the Forensic Tests for Alcohol Branch of the Chronic Disease and Injury Section of the Department of Health and Human Services. Deletes provision appropriating funds from the restoration fee deposited in the General Fund to the UNC Board of Governors. Effective July 1, 2011.
