House committee substitute makes the following changes to 1st edition. Amends GS 160A-303 to provide that shipwrecks, vessels, cargoes, tackle, and other underwater archeological remains that have been in place for more than ten years are not considered abandoned motor vehicles and are not to be removed under the statute without approval from the Department of Cultural Resources. Specifies that the act does not apply to vessels described in the proposed statutory changes that are located in non-navigable streams.
