Senate committee substitute makes the following changes to 1st edition. Amends GS 20-10.1 to make it unlawful for a person under 17 years old who has not completed the graduated driver’s license process to operate a moped (was, unlawful for any person under the age of 16 to operate a moped). Changes the act’s effective date from December 1, 2011, to July 1, 2012.
