AN ACT TO PROVIDE THAT REGULAR MUNICIPAL ELECTIONS IN THE MUNICIPALITIES OF STANLY COUNTY SHALL BE HELD IN EVEN-NUMBERED YEARS; TO EXTEND THE TERM OF OFFICE FOR THE MAYOR OF THE CITY OF ALBEMARLE FROM TWO YEARS TO FOUR YEARS; TO AMEND THE CHARTER OF THE CITY OF RALEIGH TO AUTHORIZE THE CITY TO SELL, EXCHANGE, OR OTHERWISE TRANSFER REAL PROPERTY; TO CLARIFY THE BOARD VOTING RULES FOR THE ELIZABETH CITY-PASQUOTANK BOARD OF EDUCATION; AND TO ADD DARE, GATES, AND HYDE COUNTIES TO THE LIST OF COUNTIES COVERED BY G.S. 153A-15.

House committee substitute makes the following changes to the 1st edition.

Amends the charter of Albemarle, updating language to include changes already made by ordinance and deleting previous changes made to section 3.1 of the charter, now providing that the Mayor elected in 2015 will serve a term of three years. Adds language providing that the City Council will consist of seven members, which will be elected for a term of four years as specified. Deletes provisions in Section 3.2 of the charter that previously set out terms for elected council members, then adds new language which establishes that in 2015, the four members elected will serve terms of five years with their successors serving four-year terms and also provides that those terms expiring in 2017 will be extended until 2018, with the successors serving terms of four years. 

Amends the charter of Locust, making a clarifying change. 

Amends the charter of Oakboro, updating language to include changes already made by ordinance and deleting language which previously provided for terms of the commissioners and adds new language that establishes that in 2015, three members of the board will be elected for five year terms with the two members whose terms expire in 2017 continuing until 2018. Provides that in 2020, and quadrennially thereafter, three people will be elected to four-year terms and in 2018, and quadrennially thereafter, two people will be elected to four year terms. 

Amends the charter of Richfield, updating language to include changes already made by ordinance and deleting previous added language that provided for the terms of mayor and commissioners and now provides that the Mayor, whose term expires in 2017, will continue to serve until 2018. Also provides that in 2018, and quadrennially thereafter, the Mayor will be elected to a term of four years. Provides that in 2015, three members elected will serve terms of five years with successors serving four year terms and also that the two members whose terms expire in 2017 will continue to serve until 2018, with their successors serving terms of four years. 

Amends the charter of Stanfield, updating language to include changes already made by ordinance and providing that in 2015 the Mayor will serve a term of five years (was, three years), with the successor serving a term of four years (was, two years). Deletes language which provided that five commissioners, in 2015, were to be elected to terms of five years, with successors serving two year terms.  Now provides that in 2015, three commissioners are to be elected for five-year terms, with the two members whose terms expire in 2017 continuing to serve until 2018. Provides that in 2020, and quadrennially thereafter, three people will be elected to four-year terms and in 2018, and quadrennially thereafter, two people will be elected to four year terms.
