Amends the definition of electricity demand reduction to mean a measurable voluntary reduction in the electricity demand of a retail electric customer under the real-time control of both the electric power supplier (was, electric public utility) and the retail electric customer, measured in real time.

Defines energy demand reduction as a measurable reduction in the electricity demand of a retail electric customer that is voluntary, under the real-time control of the electric public utility and the customer, and measured in real time using two-way communications devices that communicate on the basis of standards.
