House committee substitute makes the following changes to the 1st edition.
Deletes proposed new Article 9C (high school to work partnerships) of GS Chapter 115C and instead adds new subdivision (34a) to 115C-47 (powers and duties generally of local boards of education) to direct local boards of education (Boards) to encourage high school to work partnerships between high schools and local businesses. Retains the provisions regarding the high school to work partnership from proposed Article 9C, except makes the following changes: (1) deletes language requiring Boards to adopt and implement a policy to encourage the partnerships; (2) provides that waiver forms may be developed in collaboration with participating businesses for the protection of students and the businesses; (3) directs Boards to encourage high schools to designate the Career Development Coordinator or other designee of the local Career and Technical Education administrator to be the point person for local businesses to contact (was, high schools to designate a staff member to be the point person); (4) prohibits counting students as absent when they are participating in work-based learning opportunities or in Career and Technical Education student organization activities; and (5) authorizes Boards to determine the maximum number of days that may be used for job-shadowing activities.

Requires the policy to include strategies to help students successfully transition to work, and requires the policy to provide for three specified functions. Applies beginning with the 2011-12 school year.
