Enacts new Article 9C to GS Chapter 115C to direct each local board of education to adopt and implement a policy to encourage high schools and local businesses to partner and specifically target students who may not seek higher education, and to facilitate high school to work partnerships. Requires the policy to include strategies to help students successfully transition to work, and requires the policy to provide for three specified functions. Applies beginning with the 2011-12 school year.
