    Amends Section 8 of SL 2019-37, as amended, by extending the moratorium on new shellfish cultivation leases and new water column leases for aquaculture in the specified waters in Bogue Sound until July 1, 2028 (was, July 1, 2026). Effective June 30, 2026, and applies to the consideration of applications for shellfish leases submitted on or after that date as well as applications for a new shellfish cultivation lease or a new water column lease received, but not granted, as of July 1, 2019. Makes conforming organizational changes.

    Section 3.

    Imposes a moratorium on new shellfish cultivation leases and new water column leases for aquaculture for all those waters enclosed by a line beginning at the specified southeast end post of the northern fenceline of Hampstead Marina, and following the areas described. Expires July 1, 2028. Includes applications for either type of lease received by the Secretary, but not granted as of July 1, 2025. Applies to the Department of Environmental Quality’s consideration of applications for shellfish leases submitted on or after July 1, 2026, and applications for a new shellfish cultivation lease or a new water column lease received by the Secretary, but not granted as of July 1, 2025.

    Adds titles to Section 1 and new Section 3. Makes organizational changes to account for new Section 3. Makes conforming changes to act’s titles.

    Amends Section 7 of SL 2019-37, as amended, to extend moratorium on shellfish cultivation leases and water column leases through July 1, 2031 (was, July 1, 2026) for specified waters. Effective and applicable to leases submitted on or after June 30, 2026 and leases received but not granted as of July 1, 2019.

    Appropriates $10,000 in nonrecurring funds for 2026-27 from the General Fund to the Department of Environmental Quality, Division of Marine Fisheries, for public education about the moratorium extension.

    Effective July 1, 2026 except as otherwise provided.
