Appropriates $22.7 million in recurring funds for the 2023-24 fiscal year and $36.3 million in recurring funds for the 2024-25 fiscal year from the General Fund to the Department of Health and Human Services, Division of Child Development and Early Education to expand the Child Care WAGE$ program. Directs funds to be used to provide education-based supplements to low-wage educators and expand the program to all NC counties. Establishes that the Division will have one statewide contract with the Child Care Services Association to administer the program, one supplement structure, and one set of eligibility requirements. Effective July 1, 2023.
