    AN ACT TO PROVIDE THAT REGULAR MUNICIPAL ELECTIONS IN THE CITY OF TRINITY SHALL BE HELD IN EVEN-NUMBERED YEARS. SL 2023-38. Enacted June 12, 2023. Effective June 12, 2023.

    House committee substitute to the 1st edition makes the following changes.  Moves proposed revision to Section 3-3 and 3-4 of the City of Trinity’s Charter, SL 1997-44, as amended, that would set forth the specific years for the next election of each ward’s council race and the mayoral race, to new section 3 of the act. Amends Section 4-1 of the City’s Charter to specify that regular municipal elections will be held at the time of the general election in each even-numbered years. (Previous amended language was, beginning in 2024 and biennially thereafter, elections in the city will be held in accordance with the uniform municipal election laws of North Carolina.) Amends Section 4-2 of the City’s Charter to specify that election to the Randolph County Board of Election will be conducted according to the State’s uniform municipal election laws, except as provided in the act. Makes other organizational changes.

    As title indicates, revises the City of Trinity’s Charter, SL 1997-44, as amended, to schedule municipal elections in even-numbered years. Establishes elections for three city council members, as specified, serving four-year terms beginning in 2024, and elections for the mayor and two city council members, as specified, serving four-year terms beginning in 2026. Requires that, beginning in 2024 and biennially thereafter, elections in the city will be held in accordance with the uniform municipal election laws of North Carolina. Provides that the terms of the three Council members serving on the effective date of this act, whose terms are set to expire in 2023, are extended by one year. Extends the terms of the two Council members and the Mayor serving on the effective date of this act whose terms are set to expire in 2025, by one year. Requires regular municipal elections to be conducted in Trinity in 2024.
