Directs the State Controller to transfer $436,000 from the Coronavirus Relief Reserve to the Coronavirus Relief Fund and appropriates the transferred funds to the Office of State Budget and Management to be allocated to the Department of Agriculture and Consumer Services for 2021-22. Restricts use of the funds to the reimbursement of qualifying dairy farmers for their costs of enrollment in the USDA's Dairy Margin Coverage program for the 2021 program year, to the extent this purpose is consistent with COVID-19 Recovery Legislation, as defined in SL 2020-4.
