Senate committee substitute to the 2nd edition replaces the content of the previous edition with the following. Makes conforming changes to the act's titles.
Amends GS 115C-407.65 to require public school units to purchase catastrophic insurance for high school interscholastic athletic activities. Also provides that public schools may purchase catastrophic and other accident insurance for students as provided for in Part 2 (Student-Athletic Catastrophic Insurance) of Article 31A of GS Chapter 58 (current law provides that participating schools must purchase catastrophic insurance for high school interscholastic athletic activities as provide in part 2).
Amends GS 58-31A-60 (as enacted in SL 2021-184) to define participating school as it applies under the statute (concerning catastrophic insurance for covered activities) as a high school in a public school unit that elects to offer interscholastic athletic activities. Also amends the statute to require that premiums for accident insurance, in addition to the already listed catastrophic insurance, for covered activities must be paid by each participating school according to rates fixed by the Commissioner of Insurance, and the Commissioner is allowed to purchase that insurance from insurers admitted to do business in the state as necessary.

House committee substitute amends the 1st edition as follows.
Amends proposed GS 115C-102.9, which requires the State Board of Education (SBE) to establish and maintain an electronic dashboard to publicly display information related to digital learning. Replaces the required data to be included, now requiring the following, broken into three categories, disaggregated by public school unit, school and grade level: (1) in-school digital device access, including the number and percentage of students with digital device access in school, with the sources and types of the device; (2) out-of-school digital device access, including the number and percentage of students with access to digital devices outside of school, with the sources and types of devices, and reasons for homes with no devices; and (3) out-of-school internet connectivity, including the number and percentage of students with internet connectivity outside of the school by home connectivity and other reliable access outside school, with type of connectivity and reasons for homes with no connectivity. Adds a new requirement for residential schools to report on out-of-school access and connectivity separately for the dormitories and the student's home. Changes the effective date and application of the provisions in Section 1 of the act to apply beginning with the report due November 15, 2021, based on data for the 2021-22 school year (previously applicable beginning with the 2021-22 school year).
Clarifies that in the statewide data assessment by the Department of Public Instruction (DPI) and the Department of Information Technology (DIT) of out-of-school internet and device access for students obtained during the physical school closure and at-home learning due to COVID-19 during the 2019-20 and 2020-21 school year, the Departments are to review the methods students and schools used to address the lack of access during the specified school years.
Makes a correction in GS 116-239.8(b) to refer to laboratory schools.
Changes the act's long title.

Prescribes required information to be included, related to issues of available digital devices to students, out-of-school internet connectivity for students, and available digital devices to students outside of school. Requires public school units to annually update all categories of information by November 15. Directs SBE to annually report to the specified NCGA committee by February 15 on statewide trends and recommendations, as specified. Amends GS 115C-75.9, GS 115C-218.75, GS 115C-238.66, GS 115C-239.8, and SL 2018-32, to require innovative schools, charter schools, regional schools, laboratory schools (appears to intended) and renewal school systems to also annually update their respective information to the digital learning dashboard. Applies beginning with the 2021-22 school year.
Requires the Department of Public Instruction (DPI) and the Department of Information Technology (DIT) to conduct a statewide data assessment of out-of-school internet and device access for students obtained during the physical school closure and at-home learning due to COVID-19 during the 2019-20 and 2020-21 school year. Requires DPI and DIT to collaborate with NC State University’s Friday Institute for Educational Innovation and identify the scope of students lacking out-of-school internet access or devices at home, reasons for such lack of access or devices, and methods used during the described period to address the lack of access or devices. Requires public school units to provide requested relevant data. Requires DPI and DIT to recommend programs and policies to close the gap and maintain data on the gap. Directs the Superintendent of Public Instruction to coordinate data access and reporting, and report to the specified NCGA committee on the assessment by October 15, 2021.
