Amends GS 20-141 to provide that the speed limit on State-maintained roads one mile or less in length within a residential subdivision is 25 miles per hour. The speed limit may be increased if two-thirds of property owners within the subdivision petition the Department of Transportation (DOT) for an increase and the DOT determines a higher speed is reasonable and safe. The speed limit may be decreased if the DOT determines that the current speed allowed is unsafe. Effective December 1, 2019.
