As the title indicates. Allows the funds to be released upon the earlier of (1) the presiding officers of the Senate and the House of Representatives ratifying a Current Operations Appropriations Act for the 2017‑18 fiscal year or (2) adjournment sine die of the 2017 North Carolina General Assembly.
