House committee substitute makes the following changes to the 1st edition.
Changes the act's short and long titles.
Deletes the proposed changes to GS 28A-19-6 pertaining to the order of the payment of claims against a decedent's estate. Amends the statute to set the limit on claims against an estate for funeral expenses, costs associated with gravestones, and reasonable costs for the purchase of a suitable burial place as provided in GS 28A-19-9 at $5,000 (currently, separately sets the limits for primary funeral expenses at $3,500 and the costs associated with a burial place and gravestones at $1,500). No longer specifies classes of claims. Makes conforming changes. Makes organizational and technical changes to the statute.
Makes conforming changes to GS 28A-19-9 (Gravestone and burial place authorized) and GS 108A-70.5 (Medicaid Estate Recovery Plan).

Amends GS 28A-19-6(a) to raise the limit on priority funeral claims against a decedent's estate from $3,500 to $6,000.
Effective October 1, 2017, and applies to estates of decedents dying on or after that date.
