Senate committee substitute makes the following changes to the 1st edition.
Adds new provision establishing that the act has no effect on the validity of any liens of the City of Kannapolis for ad valorem taxes or special assessments outstanding before the effective date of the act, June 30, 2017. Provides that those liens can by collected or foreclosed upon after the effective date of this act as though the property were still within the corporate limits of the City of Kannapolis.
