Conference committee report makes the following changes to the 3rd edition.
Removes the extension of the expiration date for a Native Brook Trout special license plate.
Includes a new amendment to GS 136-28.4 to delay for two years, to August 31, 2017, the sunset on the Department of Transportation's program for participation by disadvantaged minority-owned and women-owned businesses. Updates the reference to the study upon which the program's remedies are to be designed.
Changes the long title.

Senate committee substitute makes the following changes to the 2nd edition.
Amends the long title.
Deletes proposed changes to GS 136-89.214(a), which allowed the Turnpike Authority to send toll bills by electronic mail after receiving written consent of the registered owner of the motor vehicle or the person who had care, custody, and control of the vehicle.
Deletes proposed changes to GS 136-18(44a), which provided for certain receipt-generated activities in specified passenger rail facilities owned or leased by the Department of Transportation (DOT).
Deletes proposed changes to GS 66-58(c)(21), which made clarifying and conforming changes and provided an exemption from the Umstead Act for receipt-generating activities by the Department of Transportation.
Authorizes the DOT to permit the encroachment upon and private use of the air space above State Road 1347, Nevada Boulevard in Charlotte, for the purpose of constructing a material conveyance system once the DOT has determined it will not unreasonably interfere with or impair any property rights or easements of abutting landowners or interfere with public use of the boulevard.
Amends GS 20-79.8(a) to extend the expiration date for the Native Brook Trout special license plate to December 31 of the second calendar year following the year in which it was authorized, if the number of required applications for the special plate has not been received by the Department of Motor Vehicles.

House committee substitute makes the following changes to the 1st edition:
Amends proposed GS 136-18(44a), adding clarifying language that the Department of Transportation (DOT) can operate or contract for specified receipt-generating activities when the DOT owns or leases the passenger rail facility, owns the rail equipment, or holds leasehold or license rights for the purpose of operating passenger stations. Makes conforming changes. Deletes provision which provided that the DOT could operate or contract for any other receipt-generating activity not otherwise forbidden by applicable law pertaining to public health or safety.
Deletes Section 2 of the act, which amended GS 136-89.216 to extend the payment deadlines for road tolls.

Amends GS 136-89.214(a) to allow the Turnpike Authority to send toll bills by electronic mail after receiving written consent of the registered owner of the motor vehicle or the person who had care, custody, and control of the vehicle.
Amends GS 136-89.216 to provide that a person has only 45 days (was, 30 days) to pay unpaid tolls if they have received two or more bills for unpaid open road tolls without becoming subject to a $25 civil penalty. Effective July 1, 2015, applying to tolls incurred for travel in a Turnpike project on or after that date.
Allows the DOT to operate or contract for the following receipt-generating activities and use the proceeds to fund passenger rail operations: (1) operation of concessions on state-funded passenger trains and at passenger rail facilities, (2) the sale of naming rights to any passenger rail equipment or facility, (3) advertising on or within any passenger rail equipment or facility, and (4) any other receipt-generating activity not otherwise forbidden by applicable law.
Amends GS 66-58(c)(21) making clarifying and conforming changes and providing an exemption from the Umstead Act for the above receipt-generating activities.
Amends GS 20-161(f) making clarifying changes regarding which entities can clear wrecked vehicles and other obstacles from highways. Effective when the act becomes law, applying to any obstructions to traffic arising on or after 12:01 a.m. of the day following that date.
