    Senate amendment makes the following changes to the 4th edition:

    Amends GS 115C-105.41(b) to provide that local boards of education are required to adopt policies that direct school improvement teams to develop plans to include successful transition between elementary and middle school years and between the middle school and high school years for students at risk (previously, required the adoption and implementation of rules that direct school improvement teams to develop transition plans for students at risk).

    House amendments make the following changes to the 3rd edition.

    House amendment #1 requires the State Board of Education to report to the Joint Legislative Education Oversight Committee by November 15, 2016, on how students at risk of academic failure are being identified and served through interventions to prevent academic failure.

    House amendment #2 amends GS 115C-105.41(b) to require local boards of education to adopt and implement rules that direct school improvement teams to develop transition plans (was, to consider transition plans) for at-risk students.

    House committee substitute amends the 1st edition as follows.

    Reenacts GS 115C-105.41 (repealed in the 1st edition). Instead repeals the provisions of GS 115C-105.41, which required the development of personal education plans (PEPs) for students deemed to be at risk of academic failure. Replaces the requirement to provide PEPs for academically failing students with the requirement that local boards of education adopt and implement rules that direct school improvement teams to consider transition plans for at-risk students, as defined by the State Board of Education. Provides that the transition plans are to be used to assist at-risk students in making a successful transition between the elementary and middle school years and between the middle and high school years. Also retains language regarding the need for local school administrative units to identify students who are at risk for academic failure as early as can reasonably be accomplished.

    Amends the catch line for GS 115C-15.41 and the long and short titles of this act to reflect the changes in bill content.

    Repeals GS 115C-105.41, concerning students at risk of academic failure and the requirement to develop personal education plans for those students, as well as the creation of transition teams and transition plans for students at risk.

    Amends GS 115C-83.7(c) and GS 115C-83.9(a) making conforming changes, deleting references to personal education plans.

    Effective when the act becomes law and applies beginning with the 2015-16 school year.
