Appropriates $1.5 million in recurring funds for each year of the 2019-21 biennium from the General Fund to the Department of Health and Human Services, Division of Child Development and Early Education, to be allocated to Reach Out and Read Carolinas, to be used to promote language enrichment activities in families. Reach Out and Read Carolinas is to match these funds with $1.5 million in private funds and in-kind contributions. Effective July 1, 2019.
