    House amendment #2 makes the following changes to the 4th edition, as amended.

    Further amends the implementation provisions for the proposed changes in GS 7A-41, as amended by Amendment #1, requiring superior court judge elections to be held in 2018 and every eight years thereafter for District 5B, consisting of part of New Hanover County (previous Amendment #1 required elections to be held in 2020 and every eight years thereafter for District 5B). Additionally, requires superior court judge elections to be held in 2024 and every eight years thereafter for District 5C, consisting of part of New Hanover County (previously, required elections to be held in 2018 and every eight years thereafter for District 5C).

    House amendment amends the 4th edition.

    Further amends GS 7A-41(a) by moving Pender County in its entirety to superior court District 5A, also consisting of part of New Hanover County (the previous edition made these changes to the composition of District 5A set out in subsection (b) of the statute; currently, Pender County is placed partly in Districts 5A and 5B). Additionally, assigns Districts 5B and 5C, consisting of parts of New Hanover County, to the second judicial division. 

    Amends the implementation provisions for the proposed changes to GS 7A-41, requiring elections to be held in 2018 and every eight years thereafter for Districts 5A and 5C (was, Districts 12A and 12C, parts of Cumberland County), and requiring elections to be held in 2020 and every eight years thereafter for District 5B (was, District 12B, part of Cumberland County).

    Further amends GS 7A-133(b), which sets out the composition of partial district court districts, adding that the names and boundaries of voting tabulation districts (VTDs) specified for Wake County are as shown on the 2010 Census Redistricting TIGER/Line Shapefiles (the previous edition only specifies VTDs for Mecklenburg County in addition to the existing specification for Vance County VTDs).

    Amends the implementation provisions for proposed changes to GS 7A-133 regarding district court judicial districts. Requires one judge (was, two judges) in District 10B (part of Wake County) and one judge (was, two judges) in District 10F (part of Wake County) to take office on January 1, 2019, with elections in 2018 and every four years thereafter. Requires two judges (was, one judge) in District 10B and two judges (was, one judge) in District 10F to take office on January 1, 2021, with elections in 2020 and every four years thereafter.

    Makes technical change to the conditional directive for the Director of the Budget in Section 3.

    House committee substitute makes the following changes to the 3rd edition.

    Amends GS 7A-41 by changing to composition of the following superior court districts: district 5A, which was previously made up of portions of New Hanover County and portions of Pender County, to now consist of fewer portions of New Hanover County and all of Pender County; district 5B, which was previously made up of portions of New Hanover County and portions of Pender County, now consisting of portions of New Hanover County only; district 5C, which previously consisted of portions of New Hanover County, to now consist of different portions of New Hanover County.

    Adds that in 2018 and every eight years thereafter, elections must be conducted for districts 12A and 12C (each parts of Cumberland); in 2020 and every eight years thereafter, elections must be held for district 12B (part of Cumberland) (note, this provision appears to intend districts 5A, 5B, and 5C).

    Amends GS 7A-133 by removing district court district 10, which consists of Wake County and includes 19 judges. Instead, creates district 10A with three judges, district 10B with three judges, district 10C with three judges, district 10D with six judges, district 10E with three judges and district 10F with three judges (for a total of 21 judges), with each district composed of the newly specified parts of Wake County.

    Adds that judges in the following districts take office on January 1, 2019, with elections in 2018 and every four years thereafter: district 10A (one judge), district 10B (two judges), district 10D (three judges), district 10E (two judges), and district 10F (two judges). Judges in the following districts take office on January 1, 2021, with elections in 2020 and every four years thereafter: district 10A (two judges), district 10B (one judge), district 10C (three judges), district 10D (three judges), district 10E (one judge), district 10F (one judge).

    Provides that if Senate Bill 99 (Appropriations Act of 2018) becomes law, the Director of the Budget must increase the Administrative Office of the Courts' budget from the unserved fund balance in an amount sufficient to cover the costs of the judgeships created by this bill and hereby appropriates those funds.

    Amends the act's short and long titles.

    Senate amendment #1 makes the following changes to the 2nd edition. Amends the proposed changes to GS 7A-41(b) regarding the composition of superior court judicial districts in Mecklenburg County to move VTD 038, VTD 049, and VTD 051 from District 26E to District 26D, and to move VTD 078.1 and VTD 200 from District 26D to District 26E. Makes identical changes to the proposed changes to GS 7A-133(b) regarding the composition of district court judicial districts in Mecklenburg County.

Adds Section 2.(b), directing that judges in the following district court districts will take office on January 1, 2019, with elections in 2018 and every four years thereafter, to be held accordingly: District 26A, three judges; District 26B, one judge; District 26E, two judges; District 26F, two judges; District 26G, one judge.

Changes the composition of districts 26A, 26B, and 26C and establishes the boundaries of districts 26D, 26E, 26F, 26G, and 26H. Requires that the judge in district 26A, as established in the act, take office on January 1, 2021, with an election in 2020 to be held accordingly. Requires that in 2018 and every eight years thereafter, elections be conducted in districts 26C, 26E, 26F, and 26H; in 2020 and every eight years thereafter in district 26A; and in 2022 and every eight years thereafter in districts 26B, 26D, and 26G.

    Amends GS 7A-133 by eliminating district court district 26, consisting of Mecklenburg County, and instead establishes the following districts consisting of parts of Mecklenburg County: 26A, consisting of three judges; 26B, consisting of three judges; 26C consisting of two judges; 26D, consisting of two judges; 26E, consisting of three judges; 26F, consisting of three judges; 26G, consisting of two judges; and 26H, consisting of three judges. Establishes the composition of these new districts.

    Effective January 1, 2019, excepts as otherwise provided, with elections in 2018 and thereafter held accordingly.
