AN ACT TO REQUIRE LOCAL SCHOOL ADMINISTRATIVE UNITS TO PROVIDE SCHEMATIC DIAGRAMS AND EMERGENCY ACCESS TO SCHOOL BUILDINGS TO LOCAL LAW ENFORCEMENT AGENCIES AND SCHEMATIC DESIGNS AND EMERGENCY RESPONSE INFORMATION TO THE EMERGENCY MANAGEMENT DIVISION OF THE DEPARTMENT OF PUBLIC SAFETY.

    House committee substitute makes the following changes to the 1st edition.

    Amends new GS 115C-105.53 to require that each local school administrative unit must provide local law enforcement agencies with emergency access to key storage devices such as KNOX boxes for all school buildings and must also provide updates to local law enforcement when changes are made to these boxes or devices.

    Enacts new GS 115C-105.54 to specify that schematic diagrams and emergency response information must be provided to the Division of Emergency Management (Division). Directs the local school administrative unit to provide the Division with updated schematic diagrams and emergency response information when updates are made. Provides that the schematic diagrams referenced in this act are to be provided to local law enforcement agencies and the Division at the Department of Public Safety by June 1, 2015 (was, required schematic diagrams and keys to the main entrance of all school facilities to be supplied to local law enforcement before January 1, 2015).

    Repeals Section 8.39 of SL 2013-360, Schematic Diagrams of School Facilities. Instead, enacts new GS 115C-105.53, as the title indicates. Directs the Department of Public Instruction to develop standards and guidelines for the preparation and content of schematic diagrams and necessary updates in consultation with the Department of Public Safety. Declares that schematic diagrams are not a public record as the term is defined under GS 132-1 and are not subject to inspection and examination under GS 132-6.

    Effective when this act becomes law. Directs that the schematic diagrams and keys to the main entrance of all school facilities referenced in Section 2 of this act be provided to local law enforcement before January 1, 2015.
