AN ACT PROVIDING THAT FUNDS APPROPRIATED FOR THE CONSTRUCTION OF PUBLIC FACILITIES AT THE NORTH CAROLINA VETERANS MEMORIAL PAVILION SHALL NOT REVERT TO THE GENERAL FUND UNTIL JUNE 30, 2020; PROVIDING THAT CERTAIN REGIONAL WATER AND SEWER FUNDING SHALL NOT REVERT UNTIL JUNE 30, 2021; REDIRECTING CERTAIN STORM RESILIENCE FUNDS; BY REPURPOSING CERTAIN PLANNING FUNDS, AND BY CLARIFYING THE PURPOSE OF CERTAIN WATER AND WASTEWATER INFRASTRUCTURE FUNDING PROVIDED TO THE TOWN OF MOUNT AIRY.

Senate committee substitute to the 2nd edition makes the following addition.

Amends Section 14.20A of SL 2016-94, as amended, expanding the use restrictions for the specified amount of the funds appropriated to the Department of Environmental Quality (DEQ), Division of Water Infrastructure, by requiring the amount also be used to fund interconnection, extension of sewer lines, and related wastewater system modification and expansion involving Rockingham and Guilford Counties and the municipalities of Oak Ridge, Stokesdale, Summerfield, Reidsville, Madison, and Mayodan (previously, limited to interconnection, extension of water lines, and related water system modification and expansion in those identified counties and municipalities). Maintains the allocation parameters previously specified. Makes conforming changes. Now provides for the return of funds not expended or encumbered by June 30, 2021 (was, June 30, 2020), to the Office of State Budget and Management for reversion to the General Fund.
