Bill summary

Senate committee substitute makes the following changes to 1st edition.
Amends GS 20-7 to reinstate differentiating requirements for obtaining a motorcycle endorsement based on the persons age. Eliminates provision allowing a person younger than 18 to obtain a motorcycle endorsement by passing a road test in addition to a knowledge test about motorcycles. Requires a person younger than 18 years old to both pass a knowledge test and provide proof of successful completion of safety courses as indicated in the act. Requires an applicant for a motorcycle learner’s permit, who is younger than 18 years old, to complete either the NC Motorcycle Safety Education Program Course or any course approved by the Commissioner of Motor Vehicles that is consistent with the Motorcycle Safety Instruction Program established under GS 115D-72.
