House committee substitute makes the following changes to the 2nd edition.

Amends the act's short and long titles.

Deletes all of the provisions of the previous edition and replaces them with the following.

Amends Section 1 of SL 1973-78, as amended, adding language to exclude shooting ranges managed by the Wildlife Resource Commission (WRC) or those individuals properly permitted on lands owned or managed by the WRC from certain regulations in Northampton County that provide for the prohibition on discharging rifles with a calibre larger than .22 for any purpose without the specified required written permission from the landowner or lessee, as well as the requirement that such rifles must be positioned at least eight feet off the ground in order for the discharging to be legal.
