AN ACT TO ALLOW LOCAL BOARDS OF EDUCATION FLEXIBILITY WITH STATE BOARD OF EDUCATION APPROVAL IN THE USE OF REMOTE INSTRUCTION DURING THE FIRST WEEK OF THE 2020-2021 SCHOOL YEAR WHEN NEEDED TO ENSURE STUDENT HEALTH AND SAFETY DUE TO COVID-19.

House committee substitute deletes the content of the 5th edition and replaces it with the following.

Amends Section 2.11 of SL 2020-3 (2020 COVID-19 Recovery Act) to allow a local board of education to schedule remote instruction in the first five days of the school calendar if needed to ensure the health and safety of students due to COVID-19, subject to State Board of Education approval. Section 2.11 prohibits the scheduling of remote instruction days prior to August 24, 2020, for traditional schools, and prior to the sixth instructional day for year-round or modified calendar schools. 

Makes conforming changes to the act's titles.
