Bill summary
Amends GS 160A-385, concerning changes to zoning ordinances, providing that when a qualified protest petition is received against a zoning map amendment, that amendment is not effective unless approved by a favorable vote of 2/3 of the members of the city council (was, 3/4 of the city council). Deletes language which stated vacant seats and members excused from voting are not considered members of the council for purposes of the requisite supermajority. Amends one of the qualifications for a protest petition, now requiring that 15% of the owners (was, 5%) of a 100-foot-wide buffer extending along the entire boundary of each discrete or separate area proposed to be rezoned sign the petition.
