AN ACT (1) TO ADD CERTAIN DESCRIBED PROPERTY TO THE CORPORATE LIMITS OF THE TOWN OF FAIRMONT, (2) TO TEMPORARILY EXTEND THE TERRITORIAL JURISDICTION OF THE TOWN OF TROUTMAN, AND (3) TO REMOVE CERTAIN DESCRIBED PROPERTY FROM THE CORPORATE LIMITS OF THE TOWN OF GARNER.

Senate committee substitute makes the following changes to the 2nd edition.

Adds new provisions treating the Town of Troutman as a city with a population of 25,000 or more with respect to territorial jurisdiction under GS 160A-360 if three specified qualifications are met, including the requirement that the Town of Troutman must annex the land pursuant to GS 160A-58.1 within 12 months of exercising territorial jurisdiction over the land. 

Makes conforming changes to the act's short and long titles. Makes clarifying changes to the act's effective date provisions.
