AN ACT TO AUTHORIZE THE UTILITIES COMMISSION TO (I) TAKE ALL REASONABLE STEPS TO ACHIEVE A SEVENTY PERCENT REDUCTION IN EMISSIONS OF CARBON DIOXIDE FROM ELECTRIC PUBLIC UTILITIES FROM 2005 LEVELS BY THE YEAR 2030 AND CARBON NEUTRALITY BY THE YEAR 2050, (II) AUTHORIZE PERFORMANCE-BASED REGULATION OF ELECTRIC PUBLIC UTILITIES, (III) PROCEED WITH RULEMAKING ON SECURITIZATION OF CERTAIN COSTS AND OTHER MATTERS, AND (IV) ALLOW POTENTIAL MODIFICATION OF CERTAIN EXISTING POWER PURCHASE AGREEMENTS WITH ELIGIBLE SMALL POWER PRODUCERS.Intro. by Arp, Szoka, D. Directs the North Carolina Policy Collaboratory at UNC-Chapel Hill (Collaboratory) to study emerging energy generation sources issues and trends, including small modular reactors and their development in the United States, projected costs, technology options, production capabilities, and deployment scenarios.
Appropriates $100,000 in nonrecurring funds from the General Fund to the UNC Board of Governors for the 2021-2022 fiscal year to be allocated to the Collaboratory to implement this study.
Effective July 1, 2021.
