Amends GS 143-318.10, which provides that each official meeting of a public body must be open to the public. Adds that a majority of the members of a three‑member public body may meet to plan an official meeting if the planning meeting is not intended to evade the spirit and purposes of this Article and notes about the planning meeting are recorded contemporaneously.
