House committee substitute makes the following changes to 1st edition. Enacts new Article 4A of GS Chapter 19A establishing the Spay/Neuter Advisory Board (Board) of the Department of Agriculture and Consumer Services (Department) (previously established the Animal Welfare Advisory Board). Provides details regarding duties of the Board, appointment of membership of the Board, and terms of membership. Calrifies that the Spay/Neuter Donation and Memorial Fund (Fund) is a nonreverting, interest-bearing special account in the Department. Clarifies that up to 2% of the Fund may be used for administrative costs. Makes a conforming change to the bill title.
