House committee substitute makes the following changes to the 2nd edition.

Amends GS 87-98.12 to provide that within a one-year period, a well contractor must complete the number of continuing education hours (was, two hours)as approved by the Well Contractors Certification Commission (Commission). Prohibits the Commission from requiring more than four hours of continuing education within a one-year period.
