House committee substitute makes the following changes to the 1st edition.

Deletes the proposed language added to GS 143B-139.5A and instead provides the following. Directs the Department of Health and Human Services, Division of Social Services (Division), to develop a standard form to be used to establish an agreement with any state-recognized Indian tribe who requests an agreement to provide specific actions to be taken on behalf of an Indian child under their authority involved in matters of foster care, adoption assistance, and kinship guardianship assistance programs under Title IV-E of the Social Security Act. Requires the agreement to incorporate similar provisions to apply to state recognized tribes as provided in the federal Indian Child Welfare Act (25 USC 1901, et seq.) applicable to Indian children in federally recognized Indian tribes.

Requires the Division to consult with representatives of state-recognized tribes and related organizations that represent state recognized tribes in developing the standard form. 

Directs the Division to submit an interim report to the Joint Legislative Oversight Committee on Health and Human Services by June 30, 2018, providing any resources and actions needed to effectively develop and implement the standard form. Directs the Division to submit a final report including the standard form and any recommendations by December 1, 2018.
