AN ACT DIRECTING THE JOINT LEGISLATIVE TRANSPORTATION OVERSIGHT COMMITTEE TO STUDY THE EFFECT THE CONSTRUCTION OF THE U.S. HIGHWAY 64 BYPASS HAD ON THE FLOODING THAT OCCURRED IN THE TOWN OF PRINCEVILLE FROM HURRICANE MATTHEW AND TRANSFERRING HB2 LEGAL DEFENSE FUNDS TO THE HURRICANE MATTHEW RESILIENCY PLANNING FUND.

Requires the Joint Legislative Transportation Oversight Committee (Committee) to study the effect, if any, the construction of the US Highway 64 Bypass had on the flooding associated with Hurricane Matthew that occurred in Princeville and requires the Committee to report its findings to the 2018 Regular Session of the 2017 General Assembly.

Requires that $500,000 for 2016‑17 appropriated in SL 2016‑94 for the purpose of HB2 legal defense instead be transferred to the Hurricane Matthew Resiliency Planning fund to be used for bridge, infrastructure, and dam construction in Edgecombe, Bertie, and Tyrrell counties.
