TO PROVIDE CERTAIN PROTECTIONS TO GALAX AND VENUS FLYTRAP UNDER THE PLANT PROTECTION AND CONSERVATION ACT, TO REQUIRE ANY PERSON WHO ACTS IN THE CAPACITY OF A DEALER OF EITHER OF THESE PLANTS TO OBTAIN A DEALER PERMIT, AND TO INCREASE THE CIVIL PENALTY FOR VIOLATIONS OF CERTAIN RULES OF THE WILDLIFE RESOURCES COMMISSION.
