Senate committee substitute makes the following changes to the 1st edition.

Expands the scope of the act, which amends GS 160A-58.1 to remove the restriction on proposed satellite annexations that requires the nearest point on the proposed satellite corporate limits not to exceed more than three miles from the primary corporate limits of the annexing city, to now include the Town of Beaufort in addition to the City of Sanford. Makes conforming changes to the act's titles.
